Favorites saved, talented individuals laid off

The poorest performers are fired every few years. While this sounds somewhat reasonable, the system is weakened by the political process where managers' favorites are saved at the expense of sometimes talented individuals. There is really no balance. Extremely poor management, lack of talented people, arrogant behavior from managers, people not eager to help, and huge bureaucracy are the common problems here. Senior leadership is highly political; people decisions are based on feeling instead of fact.
